Management Team


Frank Starr, President & CEO

Has over 40 years of experience in operations, reservoir engineering, acquisitions and management. As President, he is responsible for overall management, business development and reservoir engineering. Prior to founding Crimson, he worked for Union Pacific Resources (Anadarko) for 17 years, covering Texas, California, the Mid‐Continent and the Rockies. He attended the University of Oklahoma for a B.S. Degree in Petroleum Engineering and has been an active member of the Society of Petroleum Engineers since 1982.


Will Kiker, VP of Business Development

Has over 16 years experience in the industry, most recently as founding partner of Crimson Energy Partners IV LLC. Prior to partnering with Crimson he was a founding partner of True Oil Company out of Midland, TX. His previous work experience included Henry Resources where he developed and managed purchase and sale agreements, joint operating agreements, oil and gas sales contracts, mineral leasing and purchasing and many other land related tasks. Prior to joining Henry Resources, he worked as a Landman for Chevron U.SA. In the Permian Basin and the Texas A&M Cooperative Extension program as a Natural Resources County Extension Agent for McLennan County, Texas. He received a Master of Science degree and a Bachelor of Science degree from Angelo State University.


Ted Oldham, VP of Geoscience

Has over 30 years of combined experience in exploration and production geology and field operations, primarily in Texas and Louisiana and the Mid‐Continent regions. Strong background in wellsite operations, well planning and execution, completions, log analysis, and seismic acquisition, processing and interpretation, as well as prospect generation and evaluation. Extensive background in HZ drilling of shales and fractured carbonates. He is a graduate of the University of Arkansas with a BS in Geology. He began his career in Houston, TX with Belco Oil and Gas Corp. drilling HZ Austin Chalk wells in the Giddings Field. Immediately prior to joining Crimson, he worked for Approach Resources Inc. in Fort Worth, TX as a key member of an early‐time WFKP shale team, managing a multi‐rig HZ exploration and development program in the Permian Basin.


Brad Leslie, Reserves, Planning, and Petroleum Engineer

Brad Leslie worked in banking for 7 years and earned a CFA Charter in 2013. He embarked on his oil and gas career with Crimson Energy Partners in 2018 after graduating from The University of Texas at Austin with a B.S. in Petroleum and Geosystems Engineering and a minor in Geology. He also has B.S. degrees in Finance and Professional Aviation from Louisiana Tech University. He handles reserves and valuations, financial modeling, contributes to frac design and operations, and oversees many operational workflows.


Tony Krob, VP of Drilling & Completions

Has over 26 years of experience in the petroleum industry as a drilling supervisor on horizontal wells in multiple basins throughout Texas, Louisiana, Kansas, and Oklahoma, Corpus Christi Bay and offshore Gulf of Mexico. He has gained extensive experience on horizontal wells in the Eagle Ford, Woodbine, Buda and Barnett Shale, as well as horizontal underbalanced, high‐pressure wells throughout the Austin Chalk. He has established a track record of completing projects under budget and setting performance records while working in areas that are considered difficult to drill by many operators.


Warren Shirley, VP of Operations

Mr. Shirley’s oil & gas industry career started in 1978 after having served in the United States Army. His experience includes the founding of Warren Production Services and later Tenacity Energy Services. Both companies provided production and consulting services for all aspects of operations across several basins for JM Huber Corp., Rosewood Resources, Swift Energy Company, Penn Virginia Oil & Gas, Rockford Energy & Woodbine Production among others including 2000 to 2004 Crimson Energy Partners I, 2009 to 2014 Crimson Energy Partners III. As VP Operations for Crimson Energy Partners, Mr. Shirley is responsible for overall management of field operations & personnel. A member of Austin Chalk API since 1996, Mr. Shirley has served as an officer and member of the board of directors. He has also served as chairman and co‐chairman for several successful community and benevolence fundraiser events.
